Zachary Brooks-Miller

Zach Brooks-Miller is CORE’s Vice President of Programs and Partnerships, bringing over 15 years of leadership in domestic and global humanitarian response and long-term programming across some of the world’s most complex operating environments. He has led large-scale emergency and recovery operations in disaster-affected and post-conflict contexts across Africa, Southeast Asia, the Caucasus, and the Americas, overseeing multidisciplinary teams of up to 1,500 staff. Zach’s experience spans the full humanitarian continuum, from rapid response and surge operations to recovery, resilience, and systems-building, anchored in strong operational execution, cross-sector coordination, and locally informed solutions.
An Army veteran, Zach began his career serving in Germany and Iraq, experiences that continue to shape his leadership and commitment to principled humanitarian action. He is recognized for building trusted partnerships with governments, NGOs, and community stakeholders, and for translating strategy into impact in dynamic, high-pressure environments. Zach holds a Master of Arts in International Affairs and Administration from Missouri State University and a Bachelor’s degree in History from Drury University.
