Elise Hannaford
Senior Director, Humanitarian Response & Technical
Elise serves as the Senior Director of Humanitarian Response at CORE, where she leads the humanitarian response and technical service teams. Beyond activating emergency and anticipatory responses, Elise ensures that programs are grounded in strong technical design and effective implementation, overseeing the development of technical briefs that inform the design and delivery of CORE’s programs worldwide. Her expertise helps ensure that interventions are evidence-based, innovative, adaptive, and responsive to the needs of the communities CORE serves.
A seasoned humanitarian professional with more than a decade of experience, Elise has supported and shaped humanitarian portfolios across Haiti, Latin America and the Caribbean, and Iraq. She has also deployed as an Emergency Team Lead to support field operations during periods of rapid response. Throughout her career, she has contributed to strengthening organizational preparedness and response protocols, improving operational readiness, and expanded access to flexible emergency funding. Elise holds a Master’s degree in International Relations of the Middle East from the University of Edinburgh and a Bachelor’s degree from McGill University.
